More Tooltip Information

Played with a friend who is pretty new to the Concept of DnD and its mechanics. They kinda struggled in paces understanding what everything means to them with certain vague tooltips. Had a look around in the settings but I am struggling to find a way to expand information on tooltips that players not well versed in DnD may not get enough information out of.

One such example is the Potion of Speed Tooltip, image in links below for a refresher!
In the context of this one specifically, is there a way to see what "Lethargic" does?

I know Left Alt can expand certain tooltips but not all of them, is there an in game encyclopedia to cover these small gaps that I am simply missing?

Try holding mouse over the Lethargic text (and any other highlighted text) and/or pressing T to open its own tooltip. No encyclopedia as such unfortunately, but the tutorial section of the journal might offer some help.
