I expect we'll eventually see a sale like other Steam games, and I'd be extremely surprised if we ever see a price hike from the current cost, barring some sort of regional currency matter.

As for the digital deluxe, at release the current EA - standard version of the game - will be upgraded to digital deluxe if you own it prior to release. The standard version will still exist at the same price.
So, it's a free upgrade, not a price change on the standard version. Effectively you will get more if you buy now during EA but not due to a price increase.
No matter how you twist it this version costs 69.99 USD after release and now it costs 59.99 USD. There will be price increase to this version.

The current version of the game being sold is the standard version. The price of this version will not change.
If you buy the standard version prior to launch, meaning during EA, your game will be updated for free to the digital deluxe version. Thus if you buy now, or soon, you will eventually get a little bonus on release. The prices of the versions of the game are not changing though.

The game is $59.99 and are for people who have the game in early access they get a free upgrade to DDE as a reward. There is no price change.
This version now purchaesble gets digital goodies

The only fact there is that you're currently paying for the base game, not the Digital Deluxe version. DD itself is given as a freebie for taking part in EA.
Version being sold now is the Standard version. It costs, as you state, about $60. This price will remain the same from today beyond launch. The price is not changing. Trying to dispute this is just infantile.
The Digital Deluxe version, which is not on sale yet, will retail for about $70.
There is also a collector's edition of the game.
If someone already owns the standard version of the game, before release, their version of the game will be automatically upgraded to the Digital Deluxe version.
Under no circumstances are the prices changing, however; as stated, if you buy now during the EA you'll get a free upgrade to the Digital Deluxe version.

For those with difficulty understanding, a price change would mean that the price of a specific version of the game would change at launch. This isn't occurring. Thus, there is no price change.
