In earlier editions it was specified that male elves have no facial hair. So the rules didn't explicetly forbid female elves with facial hair.
Sadly the 5e phb "corrected" that and ruined any female elves with facial hair fantasies.

How do you know that he's a full Elf?
It's simply unspecified...do elves just have inactive follicles that could be activated via magic or do they have no follicles at all?
If the movie can have the owlbear druid thing because they thought it was cool, then we the devs see an elf with a beard as cool.
