This is neither. Up to and until Larian themselves make it clear that what they are doing is part of an agenda rather than just giving players options to make whatever character they want (even campy joke characters to make fun of) then this is not "woke".
When you get people saying "don't go see Black Panther 2 if you're white, the show is for black people and you're racist if you go see it on opening weekend" or "you better go see The Woman King if you're white otherwise you're racist" from them then it's just a character option that you can use to make whatever cringe or serious character you want.
If I were to complain about anything I'd like the hair choices to be easier to go through. Something Final Fantasy XIV style where you get a picture of the hairstyle and you can go straight there and see how it looks on the character rather than the clicking through 30+ options a and then 30+ options b.
This is an incredibly small addition to the game that maybe 1% of players will choose and in every other circumstance this is held up as great RPG design as its a new play through or just a unique option for someone just like having a really obscure answer to a quest/dungeon but just because there's an option that's queer that you don't have to choose your going to cry about it? Were you complaining about the gay romances before? The fact Drow are in the game? dosent get much more feminist than drow lol. Seriously one day you will look back on these opinions you had and laugh at them and i say cheers to that day!
