Game no longer playable through family game share
Is this a recent change to BG or does something else need to happen to re-enable it?

It is playable. In order to re-enable Family Sharing, the owner must log into Steam on the target PC and authorise the PC for library sharing (Steam/Settings/Family/Authorise Library Sharing and select the account you want to share to).
