Maybe a deep voice, filled with resignation after seeing Minsc act like an idiot for so long, but loves him too much to leave him alone. Maybe a voice similar to Mr. Pokeylope from Psychonauts 1.
Minsc was one of the most popular companions in Baldur's Gate 1 and 2. A human ranger with a pet hamster. He had been hit on the head before meeting the player character and so isn't all right in the head.
He has a strong moral compass and thinks that his pet hamster, named Boo, is a miniature giant space hamster (which actually do exist in Wayfinder). His notable quotes are things like "Let us find evil and give its butt a good kicking!" "Go for the eyes, Boo, go for the eyes!"
According to lore, he was petrified after the events of Baldur's Gate 2 and had been a statue for around 100 years or so when a battle was taking place near him and some wild magic unpetrified him. One of the people fighting is a long-lived race and another potential companion in Baldur's Gate 1 and 2 who recognized Minsc the moment he comes to.
WotC table top show games featuring boo shows it as intelligent and something else as regular hamster. MtG cards allow Boo to become Giant etc. Just to name few.

Looks like we can't recruit him until Baldur's gate however...

And Minsc is already wake in those. That video is some kind fo backstory video not actual in game event.
On the one hand, it sounds absurd and Minsc did have a head injury.
On the other hand, it's not like it's the goofiest thing in either game, so you could never quite rule it out.
