Minthara and advisor can be eliminated by stealth, or you can stealthily destroy the nearby bridge as she walks over it while the goblins are all looking ahead.

Dror Ragzlin is harder. I suppose you could Minor image his followers together and Cloud of Daggers them. He's vulnerable to yeeting into a nearby chasm when on his throne, so perhaps use an arrow of darkness or Fog cloud next to him so his followers don't notice?
You can kill the other two leaders without aggroing the rest of the camp, but once their chieftain is killed the whole camp turns hostile somehow regardless.
However the most interesting part of all this is that goblin that kept Volo in the cage were still friendly and I was able to force her to give me the key to Volo's cage so I wonder if there is a bug somewhere in all this logic or a really silly rpg element?
NOT "how to kill the leaders efficiently".
And as far as I know, no, you can't really kill the Hobgoblin without making the entire camp AUTOMATICALLY hostile.
