Report a translation problem
So you could import your character, and keep him for other adventures, like new modules or new playthroughs. The character would keep his level, skills and inventory (unless the module you were playing specifically made your character naked on a startup).
This helped people invest into their character and carry him over to other adventures, quests, chapters, etc-etc.
Similar to Mass Effect games , where your actions from 1st game influenced some aspects of second part and so on.
I don't think that's possible, nor would it make sense anyway since this is 100 years after the last game and isn't a direct sequel.
EDIT: Likely whatever WotC deems as canon from those games is what we'll see in BG3. Everything else won't be mentioned.

However, I would like the ability to save preset characters so that when I join into a new game I can just load up one of my presets instead of spending forever adjusting their look.
I don't really expect to get that option either, but it would be a nice quality of life thing to implement.

Is the question is that you can bring another character from BG1 or BG2 into this game?
Because if it is the answer is no you can't.
Now if the question is "Can I create a build template that will be available for hypothetical module or hypothetical new adventures or games" then the answer can only be an hypothetical "maybe, we don't know".
As for importing, I expect a mod could be made but it's only going to be shorthand for re-creating your char with no gear, probably going to be quicker to just do that.
