The animals don't level up per se. Druids can transform into more powerful animals as the druid levels up. Circle of the Moon druids specialize in wildshaping into animals so they get the best animals.
The game won't reach level 20, but a high level circle of the moon druid can transform into adult dragons and gain all of their abilities.
1.) you can’t really “level up” a form. That form is static, the “Leveling up” comes from learning new, stronger forms as you gain levels. As you level up you gain access to more forms. So, while the polar bear won’t ever get stronger, you’ll eventually learn better forms like a Giant Eagle, a Giant Octopus, or even a T-Rex.
2.) while you can’t level up things like armor, hp, or attack…
Your “Mental” attributes stay the same when you shift forms. So, if you had (for example) 16 Wisdom and you shift to a polar bear, you’ll still have 16 Wisdom. If you get +2 wisdom leveling up to 18 Wis, when you shift to polar bear you’ll still have 18 Wisdom.
So items like headband of Intellect can shift your Intellect up a lot in animal forms.
This only applies to mental stats (Int, Wis, and Cha)
I don’t think any Druid gets dragon forms. You typically cap out at a T-Rex from what I remember. For a dragon you need to cast things like true polymorph spell.
At level 20 Druid does get Archdruid, which gives them unlimited Wild shape shifts which gets pretty unbelievable.
Dragons are not beasts.
You're right. I was wrong. I just remembered a bit of homebrew someone playing a moon druid had with their DM.
The “only beasts he has encountered” I think is an optional rule.
For now, stuck. They changed the 5ed rules because animal forms are absurd in tabletop at early level, and Helsin has multi attack at lv 5, so I expect them to at least have the same melee attack progression martial classes have.
