Petal and bark are not the same thing. Petal withers immediately when on the surface as stated in-game; it's not based on a time limit and is not relevant to the forge anyway.

You might need to use the pump once you put the sussar bark. It's been a while since I've done this.
ONE: The Sussur bark CAN BE DAMAGED. It has only 10 hit points so I think the bark that I had on my previous attempts became damaged and thus unusable. Mostly from throwing it at the forge and possibly laying in on the orange coals in previous attempts. So do not throw or damage the bark it may ruin the quest.
TWO: It is possible to bring Sussur Blooms to the surface still intact! Yes, you put them in an empty pouch. Then put the pouch containing the bloom into an empty backpack and as long as you don't remove the pouch from the backpack the Blooming Flower will still protect you from magic. I stood in the Blacksmiths forge with the bloom in pouch/backpack and was still glowing blue with the Antimagic effect running after Quick traveling to the Blighted Village. So I most definitely was exposed to both air and sunlight running into the forge from the portal stone! Can you fight and play the rest of the game that way? Hmm...
Ooh, that's very interesting! Curious whether that's a glitch or intentional (like maybe having enough layers shielding it from the surface is supposed to preserve it). Glad you got the masterwork weapons quest done!
The forge needs to be glowing ORANGE. Then when you put the bark in one side and hit Combine, it burns the bark.
It's not clear, but the second box is the forge itself. So it's:
1. Forge on
2. Bark + forge, Combine
3. Item + blue forge, Combine
