Actually, that's not necessarily true. :)
Story wise, we don't know how the Tadpoles play out exactly. So whilst, yes, the Tadpole does sit in the seat of Psionic powers right now, and it may seem redundant to add a Class that provides Psionic powers. In the interest for other stories and playstyles (and even the main BG3 story, since we may lose the Tadpole and the powers), it wouldn't mean the Mystic wouldn't fit into the game.
Personally, before finding out about the Talkative Skeleton that is, have always felt that if there was a Narrator/Story difficulty mode, a Psionic Mystic due to having the Tadpole implanted in them, has gained the use of Psionic Body, so they are always returned to the Camp alive and able to continue unhindered if they got taken down (Solo or as part of a group). As players may not necessarily find and talk to the Talkative Skeleton, this would have been a great addition for those who don't want to follow the exact route the story would play out. But that's just my personal preference on it.
But I would like to be able to use Psionic Blast like the Mindflayer on the Nortiloid helm. And float too like them. That would look so cool. :)
If someone cared enough a mod could be made but it is unlikely. I do not know anyone even looking in that direction in my mod group right now.
Keep in mind, you'll /very likely/ be able to develop more psionic abilities for your class in later versions if you embrace the Tadpole...
And the tadpole /has/ to sit in the realm of Psionic magic... Because Mindflayers use psionic magic, in fact they tend to look down upon Arcane magic as a whole.
Whilst that is true that new powers could be developed later on in BG3, having the Mystic available (as a Fan Mod, not an official production creation), would also allow for players who do not want to embrace the Tadpole have an alternative route to having and using Psionic powers, I certain count myself as one of these. As well as able to be used in any Unofficial Campaigns, or side stories where the Tadpole situation hasn't/doesn't take place.
