Report a translation problem
The two weird point, 1 it is disabled and no blue dot only when my character is selected not companions. 2 it was very persistent I finished the play without have it ever changed.

Most probably two bugs, but report is annoying when the rules that apply aren't clear.
Yeah, like the guy above said, you are supposed to get 2 short rests before having to long rest again.... if you aren't it is a bug and you should definitely report it. If you report it worst thing that can happen is they investigate and figure out why you weren't getting to short rest, best situation you told them about a bug and hopefully they'll work to fix it. So don't ever worry about reporting bugs. It is always a positive contribution.
You can't if enemies are close by, I'm not exactly sure how the game determines this. I've been able to short rest most places, with a notable exception if I remember correctly of the hag's dungeon. Not exactly sure, its been a while. Once they release a new class and I do another playthrough I'll try testing it out again. It does seem to be inconsistent though.
I didn't knew there was mods, so nope, corrupted save is possible.
