I'm fighting the masks in the Hag's lair, and Wyll is paralyzed, not frozen. I have lost all control. I can't move him away from the enemy. He just stands there and gets spammed. That's not how "frightened" is supposed to work.
Tbh, the Mask encounter is buggy as hell. Patch 5 actually seems to have introduced new bugs that make it harder to manage. Not just better AI that makes it more challenging, but actual bugs that make it near impossible to win.
Paralyzed is also a condition as well. You wouldn't be able to do anything if you have it.
And as far as fear is concerned, it's a CC that prevents you from taking any action and your character will run around randomly like an idiot. Fortunately, if you use fear on something else they do the same thing which often gets you a free attack of opportunity on them.
This is actually the reason why I tend to not skimp on WIS when playing a fighter. Hold person, fear, and other mind spells will totally screw you. I believe there's a helmet somewhere that grants proficiency with WIS saves as well, which is quite nice even though crit immunity is pretty hard to pass up. Thankfully, I can carry two helmets.
