Items DO have charges sometimes, and if you use up ALL the charges you risk breaking the item permanently.
However, Items also have "Once Per Day/Rest" uses now. And the Rain dancer is one of those items. You don't need to know the spell, or even have the ability to cast spells, to use spells that are built into items.
