Having the condition of "blind" is different. Blind targets have:
1. Disadvantage on all their attacks
2. All attacks against them are at advantage
3. They can't make range attacks
4. They can't make opportunity attacks
How this works for fogcloud and darkness is:
1. If you are in the cloud, you can't attack out of it because you can't use range attacks.
2. If you are in the cloud, you can attack another person inside of it as normal, since advantage and disadvantage cancel each other out.
3. If you are outside the cloud and attacking an opponent inside it will be as normal since advantage and disadvantage cancel each other out.
4. If the cloud is between you and your opponent you can shoot at each other with range attacks, but with disadvantage. At least this is how it should work, I don't think BG3 treats foglocud or darkness as such, and the attacks will just act normally without disadvantage.
