Trigger Raid the Grove help

Spoke to Minthara, saw her give her pump up speech to the goblins, followed her out of the shattered sanctum. She disappears so I'm like a'right I guess I walk to the grove now. Quest doesn't start so I read online that I should blow the war horn and raise the gate with the wench. That doesn't trigger anything other than an npc named Elegis walking back to the wench and closing the gate. Am I supposed to just start attacking tieflings? Kill Elegis? How should I go about starting the grove raid (on the side of the 'baddies')?

Idk if they fixed it, but you couldn't start the raid if Minthara left the Temple of Selune first. Make sure you teleport to the Druid Grove after the speech. Also, sometimes you need to enter the cave where Zevlor was hiding, if he is not on the gate, & trigger the cutscene with the scared thieflings holed up in there; then go back to the Gate and Zevlor should be there. Blow the horn & Minthara will come.

Yeah, its weird. When I left after she disappeared, the raid wouldn't trigger.

But when I followed her up to the point of her starting her speech, and leaving during it, once I exited the sanctum, a little Quest update thing happened. Then once I walk or fast travel to the Grove, Zevlor is at the gate and the cutscenes will follow suit.
