I imagine its because they probably havent figured in all the skills or what content they have now behind closed doors isnt ready and balanced for the skills.
As much as that pains me... Even though it is easy to unlock the xp cap which is set at 5000xp in EA. It makes little difference with no spells, or class abilities structured in the game right now for higher levels.
This is due to the CAP not XP. there is more than enough XP to get to 6.
You may think that but one change to the data.txt file line 457: key MaximumXPCap","5000" and and a change to XPData.txt to reflect 5e level advancement and you can advance as for as you want. There is just no XP in Act1.

Then the question becomes will they add content to Act 1 while in EA. I haven't seen Larian say this yet. Someone can jump in if they have.
And then of course they need the additional spells, skills, mechanics etc that level 5+ brings.
Based on what I have seen from Larian, I just don't see any of this happening in EA. I would love it, so don't get me wrong, it would be great. But also not trying to get my hopes up for disappointment.
How is the full version planned to differ from the Early Access version?
“Leading up to release you can expect a plethora of incremental improvements and new features to be added to the game, as well as the inclusion of new classes and races. The 1.0 release will include the full game including Acts 2 and 3.”
I am hoping NEW FEATURES means more spells. MAYBE the rest of ACT 1.

There are major changes with level 5

there are enough XP for Level 5, almost for level 6
I may have to start a character at level 4 or 5 and kill everything with my op team to sort out all the quests and kills. My game is not xp / level capped but I have not played since before the update except to test the mods I have created.
If you're a murder-hobo and see everything that walks as a sack of XP, I am sure you can get to at least lv 7
