we all need a Deeking in our party as much as we need a Minsc!
Drow is 1/4 and it is also listed there

Also lets not forget Deekin Scalesinger was leveling up as a skald not as a kobold and a character is leveling up in hes class . Volos Guide to Monsters as you say can be used to give a monster that gains ability at level up as a creature additional ability's or maybe remove a few
And with that, we can start talking about kobold traits, and lore. Excellent~
But yes, they have actual stats and quite some of them are above 8. They get a +2 to dex and FINALLY got rid of the -2 to strength.
They are just a happy bunch in their mine and resourceful creatures when it comes to defending their home. Its adventurers that invade their privacy all the time really.
Which more than likely will not be implemented in this game so whatever.
Strangely, these Kobolds are shown with ears, in different colors and with short snouts.
They look really cute there.
However, they're actually the ONE RACE I love to play. I still have my Snivelskuttle sheet at level 1, 4, and 7 depending on if one of my DMs wants to get back into the game
Kobolds get +2 dex
They also get "Sunlight sensitivity" which gives them disadvantage if they, or their target, are in the open sunlight.
But to make up for this, they get some of the best effects in the game.
1. Pack Tactics - Auto advantage if an ally is within 5m of your target, even at range, even for attack spells.
2. Darkvision 60' , because darkvision
3. Special action ability "Grovel, Cower, and Beg" which grants advantage to anyone attacking enemies within 10m of you as you "Act as a convincing distraction"
4. Halfling size but full 30' movement speed, No speed penalty for having small legs
