Report a translation problem
It appears that it is currently "as designed". It adds and remove items to the hot bar as they become possible actions, but you can add or remove them afterwards. If learn/memorize a new spell... it adds it to the hot bar. If you get a potion, it adds it to the toolbar. If you run out of potions, they disappear. The issue is that there are so many actions and they switch in/out so often, that there is little point in customizing it much... as it is going to change it as soon as you get/lose items, or you get spells, etc. There are also just too many items (even currently, not to mention having 15+ spells x 2-3 levels by the time we reach 7th or so.
IMO, they need dedicated buttons and organize them into actions, bonus actions, and out of combat buttons. Solasta is a better example. One button for cast spells, one for drink potion, one for toss item, etc. If they want a hot bar then include it on the far right with your top 10 abilities and don't change these automatically.

I don't think you understand what that option does. Lock action bar just makes it so you don't accidentally drag spells off of it. in order to drag spells off again, you have to unlock the bar. It has nothing to do with automated adding of spells.
exactly ! thats what i meant but it doesnt change at all. those options change nothing for me, as if the game wouldnt notice my choices.... :/
The same thing happens to me as well. I believe it did work a character's ago, could have been a recent patch that messed it up. But I can confirm the ticking options don't work.
It unlocks. Again and again and again. I’m tired of locking it. If anyone can tell me how to lock it so that it STAYS locked I will be thankful for eternity :P
I FILL it with spells so that it doesn’t add. Lock it. 5 secs later it’s UNLOCKED and I’ve dragged something off mid battle
