Doesnt it seem overpowered give it to someone that has a low score and boom instant bonus to skill check that require Int

uhm, that is why items like that exist in D&D, it is powerful item, and very powerful early game.
Maybe, if it's got a pretty high drop rate.

it's an EA item so the devs can see what players do, don't expect it in the release game.

Yuuuup. DnD balances this in the pen and paper game by requiring that you attune it to your character. So sure you can have the +18 int but that wastes one of your three attunement spots that you may need to use for a magic ring, weapon, armor, or something else equally as awesome or even more useful to your character.

The issue with BG3 having it so early is that you can make yourself something like an Eldritch Knight, use Int as your dump stat, grab this circlet and now he's also a great caster as well as having straight fighter stats.

Now that being said we have no idea what kind of head gear we'll see in the future so we very well may be saying "oh this is the best" only for it to be a meh later on.

I wish they had attunement in the game personally because then it makes you really think about the items you use for each character instead of just loading them up like blinding magical beacons.

It's for sure staying, they did the animations/voice acting for the sequence with it already they aren't going to rip that out of the game to move an item.

they can do what they want, who's to say EA is sworn in to the release game, did a dev say the EA was what's coming in release?. Think of this as beta and not indicative of full release.

no wonder that ogre is so smart i was gonna let them live since my current playthrough is evil and they are evil or at best neutral but im gonna meta the heck out of them

He's a gourmand.
You can recruit them, they give you a horn of summoning. If you can suffer the RNG rolls.

I want him to actually join my party.

if only Larian was as good as Bioware Dragon Age Origins and you could recruit a Golum if you passed the skill checks. Sadly it's a kill or use once quest.
