If you can long rest in between each fight, they're going to be way easier than they should be. Part of the strategy of D&D is figuring out how to ration your specials. I don't think it needs to be spartan, but if there's no penalty at all? I think it would be too easy.
They're absolutely not pointless in 5E. Some classes, like the Fighter and Warlock, are dependant upon short rests to recharge their abilities. If the party isn't taking any short rests then they will be badly outclassed by other classes that recharge their abilities after a long rest. Any DM worth their salt will punish a party for being too reliant on frequent long rests. Night ambushes, failed quests because the party took too long, etc.
There are specific events & npcs that have in-game time constraints. datamining has confirmed game time flags; if you keep long resting you will miss out on certain npcs and experiences.
I think long rests should be limited on all difficulty settings for balance reasons and the difficulty setting could also modify the rolls of the pc and npcs:
- Easy: generous amount of long rests, pc rolls + 2, npc rolls - 2
- Normal: reasonable amount of long rests, pc rolls + 0, npc rolls - 0
- Hard: scarce amount of long rests, pc rolls - 2, npc rolls + 2
This system would be much better than inflating the stats of the enemies.
