DM's. They think they're gods.

As for lore wise, the Forgotten Realms gods are probably #1. For mortals, both the Githyanki and Drow are extremely arrogant; not sure of any other species that are on their level.

Species? Gods. Almost any god of the Forgotten Relams are arrogant ♥♥♥♥♥ that force you to worship them or spend eternity in a wall made up of millions of souls (aka the Wall of the Faithless).

In terms of humanoids? Probably drow. Most of the "evil" races are arrogant as ♥♥♥♥, though, especially the lawful evil ones. Hence why they usually think they should be ruling the world.

Chromatic Dragons, Beholder-kin, Yuan-ti, Mind Flayers, Gray Dwarves, Drow, Devils, Daemons, I mean.... there is a lot. Any evil race and a lot of the good or chaotic ones. Though that just comes with the fantasy setting, everyone thinks they are the best.

Gnomes and Githianki are suposed to be like arrogant pricks.

What both spiecies have in common? They are not from the human world and see themselves as superior spiecies.

There are many races that are arrogant and believe themselves to be superior. They dominate and enslave, extort or prey upon "lesser" races. Beholders, Mind Flayers, Drow, Duergar, Githyanki, Yuan-ti, Demons/Devils/other fiends, chromatic/evil dragons, hobgoblins and more that I can't be bothered to list. Beholders are possible the most arrogant, as most consider themselves to be perfect examples of their species and others as flawed abominations that should be destroyed.
