DM's. They think they're gods.
As for lore wise, the Forgotten Realms gods are probably #1. For mortals, both the Githyanki and Drow are extremely arrogant; not sure of any other species that are on their level.
What do you mean, the gods are bent to our whims in D&D. There is no being above the DM.

At that level of power your beyond things like race.
In terms of humanoids? Probably drow. Most of the "evil" races are arrogant as ♥♥♥♥, though, especially the lawful evil ones. Hence why they usually think they should be ruling the world.
What both spiecies have in common? They are not from the human world and see themselves as superior spiecies.
