Counsellor Florrick just stands there

Counsellor Florrick is on the second floor of a large house that's on fire. I came in through the room with the door blocked by the large wine barrel, then passed the strength check to break down the door to the room Florrick is in.

As the title says, Counsellor Florrick just stands there when I try to rescue her. In conversation she says "We can talk when you get me out of here!" She doesn't follow as I move back towards the way we came in. This persists after reloading a quicksave.

This whole area is super buggy. The other person you can save follows me around at first but then just stops in the middle of the building. Turn-based mode sometimes gets stuck: I can't end anyone's turn and can't exit turn-based mode. A lot of the items can't be picked up and containers can't be opened. I can read some scrolls in the area but may or may not be able to pick them up. And so on. It seems like something in this area is causing problems.

Same issue on my side, I talk to her. She leave the place & it didn't active the quest line.

I got her out of the building, no quest starts. I followed her out and eventually she just disappeared.
