Again, I agree it's silly, because silence is suppose to remove all sound within a certain radius.
but in act 2 Meistr Siva is injured, but healing her does nothing, she keeps bandaging and blood soaks the bandage, it always bothered me
This could be a factor. If it isn't, it should be. The devs should be looking at all the ways silence can be used, some great examples in this thread, and implement them.
Only the sorcerer can ignore it if they have taken the subtle casting metamagic since they can remove the vocal component from their spells with it.
So a powerful mage could seeming cast it for no reason then you smell the fart?
While it can remove Somatic, I have only seen it be use to remove Vocal so that people don't hear you casting it, I can only see removing Somatic as useful if the spell don't have Vocal component or you are tied up.
