the githyanki work closely with chromatic dragons because they made a deal with tiamat to gain their freedom if i recall correctly

Dragon's aren't dumb, sometimes aiding someone as a mount helps them get what they want.
Metallic dragons often group up with adventurers to seek out more powerful chromatic dragons or other threats that need to be destroyed, especially silver dragons.

Chromatic dragons will group up with others to seek out their own goal or perhaps they've been enslaved or have a companionship-like bond with their riders.

Yes, the githyanki made a bargain with Tiamat. Some young red dragons are to serve as mounts for githyanki up to a certain age, and in return they were promised to grow in power and receive a cut of the treasure from raids in the material plane.
