Alternatively alt+enter should switch between fullscreen and windowed mode. Actually try this one first.
I don't think the suggestion above works because of the Launcher, usually a Launcher would allow you to change this with the Launcher, but, Larians launcher is pretty useless right now. However, I WAS able to change my window size using GeForce, which is the software for my Nvidia graphics card. Whatever Graphics card you have, probably has its own software, that you can try to change the settings with that program.
When I started up baldurs gate after a graphic driver update, it was all jacked up. I couldn't click anything because it was all off the screen, so I had to use the GeForce program to change to Full Screen. IF this hadn't worked, and the launch command didnt work on steam, the 3rd option would be to search for the .ini file and change it there, and if THAT didnt work you'd have to figure out how to edit your .exe and manually put the launch parameter in.
Don't do any of those last 2 things without knowing what you're doing.
