Is there any way to play a werewolf race, like with mods? Or is the only option to be a lycanthrope druid right now?

There likely won't be any wolf-like race (except for werewolves) since there aren't any races like that in 5e.

And besides the data mine thing ya wouldn't expect there not to be some sort of mod in future if allowed + able to easily enough. (least like a permanent morph time sort of thing).

Has Larian said that they're planning for homebrewed content? I feel like they would just mostly stick to the normal 5e content.

Shifters are the Furry lite of DnD.

But they are not a PHB race..., and since Furries are a Degeneracy and Aborration, i can't be arsed to look from wich module/setting they are from.
