voices.pak was incomplete
In steamapps > common > Baldurs Gate 3 > Data , there's a file called Voice.pak. This file was showing as last modified in 07/23 whereas most other files have recently been modified (02/24) due to game updates, so this stood out. I moved Voice.pak out of the Data folder and ran a Verify files on Steam hoping it'd redownload the Voice.pak file. It did not, but when launching the game, the Dialogue audio was suddenly back. Additionally there was no error about data mismatch on the launcher.
Hesitant, I tested by moving the Voice.pak file back into the Data folder. Ran the game again, and Dialogue audio didn't work.
I once again moved the Voice.pak file out of the Data folder, ran the game, and suddenly the Dialogue audio worked again.
I have no idea why this worked, but considering it hadn't been modified by any recent update and the launcher doesn't detect a data mismatch when it's not present, maybe it's just a redundant file and it was conflicting with something?
TL;DR go to steamapps > common > Baldurs Gate 3 > Data, and delete/move(if you want to keep a backup) the file Voice.pak.
Load up the game and test.
This worked for me, might not work for everyone, but just wanted to pop it into the pot of potential fixes.
