How to upgrade tools?

I can't find any recipe or mechanic for upgrading the tools

Complete the quest for the merchant on bamboo isle. After you raise the merchants flag he does not show up until you reload the isle. Once he does show up, he will upgrade your tools for you if you have enough shells. When you have enough shells to get an upgrade, put the tool that is being upgraded into his hand bubble. SUCCESS a new and improved tool

Thanks :) Actually quickly checked Bamboo Isle but couldn't find anything new so I moved on, guess I just didn't look hard enough!

It's behind the house next to the merchant, where you found the camera

you mean the one with the lage tower? you need to collect the three flower types and make seeds. Than you climbe the tower and plant three flowers for three ghosts and each gives you a green cristalle you can use at the statue

Wow. I completely beat the main story and got all the achievements without upgrading my gear and unlocking the merchant on other islands. @.@ wow.
