If you do not have a perfect combo, everything has the same chances of winning. But I would say Nermal and Squeak are the best going early game standards. The meta changes completely when you put hats and spoilers into play.
A perfect combo is when you use a specific Character, Kart, Hat, & Spoiler. The character icon will tell you when you have it. He will be all orange for Garfield as an example, or just pick all of the top list items for Garfields perfect combo... Now... The ONLINE tier list!
Top: Odie, Jon.
High: Nermal, Arlene
Mid: Garfield, Harry, Liz
Low: THIS SPOT IS RESERVED FOR TIME TRIAL

Unquestionably the best characters for online: Odie has access to the "Moterago Helmet" or the Football Helmet, is a bugged hat, originally designed to boost the duration of lasagnas turned into something else. The Football Helmet affects ALL orange and blue boosts, this includes; Starting Line Boost, Drifting, Lasagna, & Boost Pads. Perfume is a different boost so that is unaffected. If all of this wasn't bad enough, Odie is already one of the faster characters, manageable handling, and ALMOST MAX acceleration. In a time trial situation, Odie is the fastest character, in an online situation; it is impossible to knock Odie out of first because he is outspeeding you and your items mean nothing to his power. WITHOUT the football helmet, Odie is a mid tier character; But he is the only one with the football helmet so we have a different situation.
Jon although may seem bad at first, is top tier lying on top of his head as well! This time we have the Pasticito Hat... or uhh, Chef Hat With Curly Mustache! And basically, when he rolls a pie; there is a 100% Chance he will hold 3 of them in one space. What this means? You can't get him out of first either! The only characters that can get Odie out of first are Arlene and Jon because they have battle hats that are well equip for 2nd place and 1st. NO ONE can get Jon out. He can hold 6 RED, HOMING, LUSTFUL, CLINGY, TACKY, ADHESIVE PIES WITH RELATIVE EASE. Although he may seem the best, Jon has flaws. Without the hat, he is for sure low tier. Max Speed although is cool, it may not help too much; Bad Acceleration, and he is tortured with even lower handling. It is possible to prevent Jon from reaching 1st place, but the game is set once he is in 1st.

These are high tier characters, although there are basically flawless; they're not overpowered: Nermal does not have very good hats, one sends the UFO's faster and the other increases the duration of the cursed gem. His stats however are some of the best offered, although he has bad speed. This is made up with MAX acceleration, and ALMOST MAX Handling. That being said, he is a tank. And is actually better then Odie for some time trial maps. Ironically, you can knock him out of first despite being the tank; but this is balanced in a way that it is hard to do so but actually possible due to a lack of speed.
You see people run Arlene? I thought I was the only person to do that. Arlene was at a point able to hit top times in Time Trial; although her time has come in that section, she is still very powerful in an online setting. Although having the Perfume last longer seems pretty useless, it is; don't use the pink pirate hat. Her Chef Hat although everyone can equip, is meant for her use. Pies will travel noticeably faster, which makes Arlene the War Machine. She has slightly below average speed but much faster than Nermal, great acceleration, and good handling. She can for sure keep in pace with other karts, and her faster pies are way faster, hitting others when over cliffs is actually an easy feat for her... oh, and her pies are fast enough to actually catch up to Odie.

These are mid tier characters, not as good but still has viability in the situational market. The mascot Garfield is the best out of the others for sure, his hats can play several roles out. UFO's will do almost nothing to him and the pillow is even stronger, what I forgot to mention is Garfield is very good in Time Trial as well. He has good speed, not so good acceleration, and amazing handling. When Arlene couldn't reach a top time, Garfield could. That being said, sneaking up in the higher spots with a pillow hurts when Garfield does it. Or having the ability to just avoid the first place killer is great as well. Garfield has low acceleration, so he would be the strategic character of the game due to his ability to maneuver and also go fast. Great character if you have plan going in the race.
Harry plays a very simple role, without the ability. He is to put it a better Jon, his handling and acceleration are swapped. So Harry has DIABOLICAL ACCELERATION, and okay Handling contrary to Jon. Talking about abilities, Harry is what would be defined as the clutch king. He has tenacity to win, He has two hats. One makes perfume go faster, but the other one is a true treasure trove.... he wakes up almost instantly from pillows. If you're playing in a friend group and also gaining points, you will eventually run into one person that sits in the back farming pillows. Harry will be in the front by a lap if everyone is the same skill. Harry is low tier if some players are bots, but a full lobby is where you cannot underestimate him. But he does have Max Speed. So stocking on perfumes for first place could work but don't bet on it to work everytime.
Liz was going to solo the low tier. Her stats? MAX Speed! She is split between Jon and Harry! This sounds good. But it's not, she has both of Jon and Harry's flaws and does not hold there pros. So Liz holds the worst stat total in the game with the worst acceleration and handling at the same time instead of one in the other. That is NOT a good start. Why is she mid tier? Her hats, are they good? Oh yeah. Having 3 Springs guaranteed and Having the Gem Explode faster on the ground or stuck to people IS VERY GOOD. These are ways to stay in first place... to almost stall the game to win... Liz serves ONE PURPOSE. ONE TRUE GOOD PURPOSE, that would be to COUNTER-PICK JON. Jon is impossible to overcome because of an overpowered tool. What does having the same amount of springs do compared to pies? Counters them by throwing back or even jumping over. And because she has 3 springs, she has access to easy shortcuts as well. Her other hat makes diamonds explode VERY fast, it's good because Diamonds are the highest chance item in first. And the explosion will usually cover the entire road. Is Jon going to throw a pie, yes. However, your diamond is much stronger in terms of knockback. Liz cannot be the tank due to lucid acceleration, but can be the definitive counter to a top tier character which is why she can't be low tier.

This tier is dedicated to someone very special, one of THE WORST characters in a racing game. Squeak is such a terrible character, and it's sad because there are lots of people that wants to use him, I mean he is the little mouse! It's weird because without the perfect combo he shares the same stats as Nermal! A very solid character. What does Squeak get? Firstly, he has the very bad speed like Nermal. But oh no, they swapped.... But what is worse is Squeak ALSO has lower stat distributions. Meaning his Acceleration is actually JUST Average, that is terrible for a low speed character. But his handling is good right? His Handling... is MAX. So in other words... WHO CARES?! There are so many techniques to make turning easier in this game that all you need is average handling. For the best turning experience, use Garfield. Nermal has times because he is able to stop and get right back to his top speed for certain techniques. His hats, oh yeah. His Viking Hat gives 3 guaranteed lasagna when he rolls. Problem with this? Lasagna is around a 2-3% roll chance ABOVE 4th. This hat is only good for 4th because anything below will ALMOST guarantee more then one lasagna. This is awesome to get in 1st place! But only use this to compensate with his acceleration. You know who else has a lasagna hat? ODIE. You know what his other hat is? A piece of garbage thats it! It makes the wand shot travel faster. But anyone that has played this game knows this, you need to be speeding to not have the wand backfire on the user. Jon actually has a wand hat, don't use it but it actually works. He is guaranteed to have 3 wand shots. And although landing a hit is hard, the reward is actually a reward. Jon is able to avoid wand bugs due to his raw speed, he is outrun collision. You think the character that constantly has shopping kart wheels can avoid the collision? NO. Infact, this character is so bad he has one secret flaw. If a character bumps into a wall in this game. There is punishment, you go from normal to ping pong ball. What happens when Squeak does it, same punishment. But this is COMMON for Squeak. He is just flip over for going a certain speed on a certain hill. How about being in the air. Oh yeah! He is orbiting the respawn section similar to a moth and an outdoor lamppost. There is NO REASON to use Squeak. Why was he top time in the construction stage? I don't know, using Nermal... Garfield would have gotten better times. Use this character to, go easy on friends.

That is my personal take on a tier list! I think you need to unlock some hats. If you're confused on kart combinations, the VERY top hat will be exclusive to that character so is color coded. Jon likes yellow or Nermal likes Emerald Green for example.
No. Odie is not at the top of the meta. Odie is a ♥♥♥♥♥♥♥ degenerate piece of ♥♥♥♥ who should be killed repeatedly and tortured in hell. ♥♥♥♥ Odie. He is the worst character in the entire Expanded Garfield Universe.
Sounds like a lot of frustration so he must be Meta it seems.
Maybe he needs to be nerved.
