It's an inside joke among Inti Creates' staff, it dates from the Mega Man Zero era, to draw the characters as white blob "eggs".

wasn't sure cause you put "the out of gunvolt?" in the thread title and it's such a silly name I can see someone getting confused. Yeah I think it's just an an alternate title screen like bouncing RoRo, guessing you have to unlock it
