In the quest "Fortress of Sanditude" the money is deducted and also displayed in the construction menu so that the sandwall is built, but you do not get the sandwall. This is then not available on the property. As soon as you go back to the construction store, you only see the normal fence and the money is gone..

The sandwall is down by default, and you can only see it when it's up. Go back to the workshop and press the button by the gate to raise the sandwall, and then you will see it.
