Day of the Bright Sun, Act 3

So I've been playing through Act 3, and wasn't able to provide a gift for the Bright Sun festival. The announcements from Sandy say to drop a gift off at City Hall, but I couldn't find a donation box anywhere. I attempted to give something to Trudy, but it was just registered as a regular gift, and I can't give anything to Matilda since she's space'd , so I'm kinda out of options. Am I missing something?
