I was having the same issue, and I have resolved it, so far. The problem is that "remotecache.vdf" has become corrupt, and it does not match your save files. The file is located in the directory "/steam/userdata/SteamUserID/1084600/", and I fixed it by:

/I had to find out through a comment on a thread on this discussion forum, but haven't had any issues since (but I do watch my total save game folder like a hawk now)
It's just tricky to get the game to acknowledge that you did so tho.
Just for the record, if you *do* use Steam Cloud, I do not know how the Cloud side works. I know the remotecache.vdf is used for synchronization, and I know Sandrock uses the same file to keep track of save files.
For specific Steam Cloud questions, I think there is a discussion group for it on Steam somewhere.
This is exactly what 54v4ealz516q0kxlcczn is also trying to do, I just use a slightly different method.
Throwing away the fresh save file should be enough for Steam to rebuild the remotecache.vdf, in my personal experience.
All the Steam Cloud discussions have a convoluted process to delete files.

I found a reference to that file in a comment for another game. The instructions did not work, but I started testing different scenarios. Eventually, I got it to work, but it started throwing the error, again. Since I kept one hard save, deleting files is not an option, and I only used 6 save slots.
My Steam Cloud has been off for a long time, but it is almost full. Many of the games were uninstalled, but the save files were not deleted. I am not reinstalling games and doing a convoluted process to delete files that should not be there. Maybe, it is time to just get a console.
I hate to abandon the game, but none of my other games have this issue.
I found that today too, but apparently Steam itself doesn't offer the option to delete the saved games in the cloud. It's possible via complicated detours but yes... I'm too lazy for that^^ This 1gb limit is a real problem for me as a save game hoarder, Sandrock alone already has 500mb for me👀
My issues with this came from having over 1 GB on Sandrock saves alone, so I most definitely feel your pain here!
