Isn't the activation spot at the steps up onto the platform?

Yes it is. By the mallets that are there. They sparkle. Can not activate them while on the play date however. I dunno. Maybe justice just is afraid of getting his butt kicked.

Had the same problem on the same mission. Ended up just taking him to the blue moon like he wanted even though I won. Maybe a bug?
