Cost about the same? I'm sorry, but shouldn't it be obvious from the trailers that Evershine is more ambitious than Sandrock? Sandrock also had the benefit that it built on a similar foundation as Portia, it was after all originally intended as a DLC until they realized it was too ambitious for that. Evershine goes for both a fresh look and broader gameplay mechanics - as you're now not just a builder, but a governor.
However, they seem to have gotten fairly far into the development of Evershine already and the low ks goal suggest the kickstarter was more of a formality/tradition with the benefit of gauging interest, building hype, and a way to distribute alpha keys. I don't think they are lacking in development funds regardless of Evershine having a notably higher budget.
