I don't know how to upgrade the assembly station in online mode. Everything I see says that there should be a construction building next to the town hall, but I don't have one there.

You might need to build the construction building yourself. It's probably called Construction Junction.

I haven't played multiplayer very much, but from what I remember, many of the town buildings have to be built by the players. I think there's a Town Planner, or something lke that, that you use to activate the building missions.

It's been a while since I played multiplayer, but typically you upgrade the assembly station from the same function you use to upgrade your house structure. In single player you do this by either using the book location in Construction Junction, or unlocking the function on your quick menu by purchasing the ability from Construction Junction. I don't recall needing Construction Junction at all for that feature in multiplayer, as accessing the quest to build that building came quite late - but, again, it's been a while. Check your quick menu/action wheel for a way to home edit (same menu for calling your mount/planting/photos). If you can home edit, then while in that screen click on your assembly station. You have to be standing in your yard for home editing to work from the quick menu.

However, if you do need Construction Junction, I seem to recall building that was a purple exclamation icon mission, not something you get from the town planner, but the kind of mission like you got from Owen to upgrade the Blue Moon that appears on your map as a purple exclamation icon when it came available. I don't know what triggered Heidi to give you the mission, though.

Sorry I can't be clearer. It's been a few weeks since I opened multiplayer and I've played that one file sporadically over the course of months so I'm not as familiar with it. Multiplayer overall hasn't been as popular as single player until gamepass picked the game up, so there aren't many guides son it.
