I believe she's actually tied to the Day of Memories; as-is, she's mostly a fun tie-in (maybe the traditions have some sort of basis in fact...), but I agree, she could be an interesting look into the pre-Calamity world that has more 'interaction' than books and notes.
Also, could this be something that was added in a recent update?

I think it probably is something that got added in a recent update.
