Near the end of the game the town is so full of tourists/random people that I have to avoid running people over with my mount (even more so than in Portia it feels) and none of them go inside. It's a very weird detail among many that seem to be left out. (Like the museum that just feels tossed together and makes zero sense - and no one seems to visit it either. Most objects that are viewed are in my yard unlike Portia's museum.)
I personally blame the addition of multiplayer. They could have really made Sandrock much more detail orientated and had more in-depth romance stories for everyone if they hadn't split the workload with trying to have multiplayer in a singleplayer game. (I just see this a lot, it might not actually be the case, but both modes seem to lack the attention they deserve.)
You know, I've often wondered that. It happened once and never came back up. You'd think if they met regularly it would show up on the calendar, but nothing. i don't even recall them actually stating when they meet.
