(I'm one of the people who tried to refine the refiner but I don't think I've ever mentioned it here before.)
I've personally found it to be cheaper and less hassle to just refine the final item rather than bother with high quality mats. Accidentally mixing mat quality, accidentally turning in your higher quality mat for a materials commission, taking up extra storage space with different quality items, stuff like that just make it more of a headache to do than making an outstanding level X and then farming 3-5 of whatever item it is I need to upgrade it.
I also tried to refine a refiner once, bc I had a commission for making one anyway ;) I am now curious if I could make a rare one with rare base components. For science.
The wiki doesn't show any quality levels for the refiner. I suspect it can't be refined up because it is a non-bonus providing item that is a single item instant craft. Typically refining an item increases the bonus it gives, makes it faster, allows it to handle more items at one time, cuts fuel/water usage.
Refiner uses no fuel or water, takes no time, is limited to one item at a time, gives no stats and it's the base item being refined that determines what/how many mats are needed to refine it (re-reolling a rare takes the least amount of a mat, upgrading from blue to purple typically requires fewer mats than green to blue). Hence, no reason for refiner to be, well, refine-able.
In fact, all refiner perks are skill-tree based, not equipment based, meaning the builder is the refiner being refined. It's refine-ception.
