I haven't done the thing you spoilered but I was able to get the recipe.
But.
You don't need the recipe. upgrade the vintage pistol to purple and go out into the desert after you fix the bridge and find the Dive Buzzard north of the shipwreck, you'll want about 100-150 bullets minimum and when you kill the silly bird, it will drop 6 relic bags and 10-15 Chromium Bars. Said bird will respawn in 3-4 days or something like that.
You will want to learn how to dodge its attacks, if it glows red, roll immediately or you will be in severe pain (it will repeat this attack 2-3 times in a row). The tornadoes it throws are easy, and the feather darts don't matter, they do very little damage.
Just don't try meleeing it, until you're significantly higher level.
EDIT: It also drops 10-12 Rosestones so that's awesome too.
Oh nice, didn't know that mob dropped them too. Btw, in case you didn't know you can actually make weapons and armor even stronger if you keep refining them once you make them purple. All of them have item levels and if you keep refining them repeatedly the item levels will go up to a certain point. I think the vintage pistol caps out at like level 31ish? but in any case it will be pretty significantly stronger than just base purple.

One of the tiers of items use Rosestone as the Upgrade Material in the Refiner. (Note to Devs: There's a metric ton of Lapis in the open world, and very little that seems to use it).
