And even after that you still think that he can be changed, I'll say that it's not that easy to change the base personality of anyone, even if that someone is open to changes. A narcisistic personality only thinks of themself, so he won't change for anyone else. The world is full of victims of abusive parents/partners that think they can change something and this ends on a police case.
It's not just about players but also the story. He directly murdered Logan's dad who were also a well respect townie, and "GLOATED" about it. Even assuming you can change his personality, you can't change his past deed. Given the length Logan went through to save and clear his dad name, there is no way the two of them can live in the same town.
Of course the writer can just "make it happen", but IMO that would feel really wishy washy and cheapen the emotional value of incident. The only acceptable way that Sandrock may accept Pen back would be something like a super heroic deed. Like ... stopping a Duvos airship bombarding the town and suffer grave injury for it. But that would be something on the scale of an entire main story arc.

I don't think Portia brought back a character who was thought to be dead (though they did walk back on Ginger automatically dying at a certain point and gave you the option to treat her and help her live longer). You could marry a guy who vanishes at the end (it's theorised he was the baddie, but no one, except perhaps the devs, knows for sure). He does not come back (even if you had two kids with the jerk)!
Maybe there will be a mod that allows you to bring him and others back (and honestly I do think there's more story, particularity with Matilda's fate), but I would be deeply surprised if he got brought back and you could have a happy ending with him.
The guy isn't a good guy doing some bad things for his country. As others have said he's a murderer. He gloats about it. He taunts the son of his victim while trying to murder him too. He didn't JUST kill Howlett. He condemned him to a slow, painful death. He's more than capable of killing quickly and cleanly. Who'd know if he was out in a ruin/wilderness? But nope, he chooses the cruellest option available. He also tries to get you killed with his last words (hilariously the monster didn't spawn for me, so I just walked in and picked up a chest with a really low tier item in it...). The only reason he doesn't murder people with his relic weapon during a cut-scene is Andy swipes its powerstone. .
To be fair (sorta?) there are people who write love letters to serial killers in prison, convinced that their love can magically fix them. Compared to that, wanting to 'fix' Pen is pretty tame.
Honestly though I DO get the allure of healing a damaged person and pulling them back towards redemption. I personally do not get feeling that way about Pen, but to each their own.
I'm a psychology major and you'd be surprised how often that "I can fix him" with prisoners happens. Thing is they can't, nobody can, not if the person doesn't want to change themselves just for the sake of it. And psychos rarely do.
Fang didn't try to murder half the town us included tho. Bringing Pen back would ruin the story.
Considering most of us don't want him back, fingers crossed they don't.
