adding second floor to house
I have the first point -'maximum floors available in house construction increased by 1', but I don't have the option to add another floor when I try. Surely, this isn't just to build a basic one floor house.

You just use the building tool and add another room on top of your existing one.

Shouldn't need any perks for just a second (or I THINK a third floor).

You may have issues getting the Build Mode to place it directly though. Try placing on the ground first and then Move to place it on the other room.
