You can dismount and tell your mount to stay at the top so it doesn't try to follow you. Other places too. Mine is always getting stuck behind the bench by Heidi's shop because I forget to do that.
Sorry had to throw it in there. I haven't been back to that area, since winter year 1, so adding things or changing things is bleh. Also I hope people learn their lessons and don't keep doing the same thing expecting different results. That's just madness.
Not because of horse movement, but the only time I died was when I had my mouse focused on another window, and right clicked Sandrock to return focus and I dove right off the elevator.
Why do you care about changes to a place you don't use? It's not a dramatic change either, it's bare minimum functional patch so people stop dying as this is the only place people do die and it doesn't need to be.
Trying to quote Far Cry 3 (badly) doesn't add any weight to what you say. It's called convenience. A mount exists in the game to be faster. You can load different areas without dismounting so it saves you time on not having to go through the animations. Either way, multiple people here died even without the mount. It's just a badly designed elevator, which is small with no boundaries so people fall off of it accidentally.

On the topic: Maybe a railing which vanishes when you reach the bottom could help or making the elevator platform larger
Personally, I would recomment to dismount when you reach the scrapyard
