The next day he asks in a letter why I didn’t come.
I replayed it twice, same result.

I'm best friends with Arvio in several saves, and I've never done this quest or seen it available. Do you only have to be at the Friend level, or are there other requirements?

No, just a friend. Right as soon as they started, the next day he called.
The interesting thing is that this is my first time too. There was nothing like this in the first playthrough, although my heroine had not met anyone before Logan.

Perhaps this is jealousy from flirting? In the second playthrough, I flirt with almost everyone, because Logan is still a long way off.

It's a confession event that was added around act 2 I think, so if you never clicked on any heart choices it might not trigger for you.

Strange, though. I've done the billboard and the picnic, but never seen the masquerade mission.

Oh nevermind, it seems I would need to choose flirty lines in conversation for that mission to pop up. I never flirt with Arvio. :|

I didn't like Arvio (as I don't want to be a nany to my partner) until the recent aditions to his personal quests, so for my firsts playthroughs I had to say "no" for his confession. Fortunatelly now I can avoid it simply by not flirting.
