Copper scrap turns into dregs, copper bars, or copper sticks. You can also get copper bars from killing Yakmel (why a giant bovine has copper bars as a loot drop is a money-spider because-video-games, I'm sure), and if you've got a processor, you can make copper sticks although you shouldn't need to except maybe in the super early earlygame.
Same with copper plates on the processor; you'll need a few in the super earlygame but as soon as iron scrap unlocks you'll get plenty of "free" ones from breaking down bus frames and hypersleep pods.
The copper stuff you'll actually need bars to turn into come on the grinder—pipes, wires, screws, and gears. By the time you're at that point, you should largely have the hang of the core crafting mechanics (I'm assuming you're new at the game based on your question.)
