Report a translation problem
That SHOULD place a White outline on the Platform. Then you approach that and PLACE the items required. You don't have to have them in inventory but they will show red if you don't have the required material or ammount. You can use the R key to Cycle through the different materials incase you don't have the objects it asks for.
Once you place all the pieces, it should be solid and allow you to Pick it up.
Edit: Note that you might get a weird glitch where you try to select a recipie you have but it won't open to the page. Try manually going to the Page (Page turn, I forget the key). If it won't allow you to hit assemble then it might need you to renable Tutorials in settings and then try again. You can disable Tutorials afterwards if this is the cause.
From what I remember, MTAP also had little quirks like this that eventually got ironed out.
