Return of Nia

Does anyone know when Nia returns to Sandrock? I'm pretty close to the end of the game (I think) so I was wondering when she returns.

I just planted a bunch of trees in the Northern Outback and put down the Irrigation Tower.

they really need her to come back sooner (like after the bio crust quest would be a good time, maybe she is send to sandrock to learn for the school about the crust. but to have her came back so late makes it hard to choose her.
