Relic Quality
So, it was probably already asked, but still - is it possible to raise relic quality?
Or they are just always blue no matter what?

There's an easy way to find out whether something can be refined. Make sure you have the item in your inventory or storage, then check the Refiner to see if the item is listed. If it isn't listed, then it can't be refined.

I've checked that in the first place and came to the same conclusion - they cannot be refined.
Yet it never hurts to ask someone more experienced than me.
