Report a translation problem
It's your responsibility to know what equipment and materials you have. (The mission sounds to me like Iron Chef Free Cities.) The equipment you need is the Apprentice Cooking Station, and the Mysterious Man won't offer you the mission unless you've already completed the research for it. However, he doesn't check to see whether you've actually built the cooking station. Building it also requires an intermediate worktable, a furnace, and a processor to make some of the materials. You are likely to fail the mission if you haven't already researched and built all of these. You should also have at least a bronze pickhammer and a bronze axe to help you collect marble, hardwood, and rubber scrap.
Unfortunately, that means you can get offered the mission before you are ready and there might not be enough time to get everything done. I think this is a one-time mission, so if you turn it down, or don't complete it, you won't get another chance. That's why you should consider loading an earlier save if you have one.
(NOTE: The last time I played this mission was before the April 12 update. It's possible that things have changed.)
He wouldn't offer you the quest if you didn't have the blueprint for Apprentice Cooking Station unlocked.
